Earlier in 2015 Mark Zuckerberg the CEO of the company himself confirmed that they will not add a dislike button to Facebook. Mark Zuckerberg said

We didn’t want to just build a Dislike button because we don’t want to turn Facebook into a forum where people are voting up or down on people’s posts. That doesn’t seem like the kind of community we want to create.

But now, it looks like the company hasn’t left the idea of not letting the user criticize comments. Rather they worked on a system where the user could both upvote and downvote comments. The new feature will allow people to both upvotes and downvote the comments just like in Reddit or Stack Overflow. It might be the case that the user will only able to upvote and not downvote.
