If you tap the download icon while you’re offline, the video will be downloaded the next time you connect to a Wi-Fi network approved for downloads, the YouTube team explained on the support page.
You can also turn off the download video recommendations by turning it off. After going to your profile > Settings > Backgrounds and Downloads > Recommended downloads, you can toggle off which will stop the pop up of recommended video downloads.
This new change will not make any changes to the previous video quality. The organisation will by default choose the video quality according to your network connection. So, YouTube will now set all the recommended content in the downloads section. To download any recommended video you just need to click on the download icon. And the video will be downloaded.
